        When water meters fail do they register more or less water than is actually used? Or either? If either, is the
        liklihood the same for either outcome or are they more susceptible to one type of error?

          The only way they can fail is if the wobble plate or tubine does not rotate or slows down. If that happens, then they do not register any usage at all, or less than is being used.
