I live on the 3rd floor in an apartment building with four units. I have good cold water pressure at the sink, tub and shower. When the hot water is turned on it takes about 15 minutes to warm up and is insufferably low. Without getting my landlord involved, is there anything I can do? I say this because he doesn’t care in the least about fixing problems in the building.

This sounds like a classic example of no return circulation and a tankless coil with no storage capacity.
Unless you want to install your own hot water heater contact the landlord OR have all the tenants shower in shifts
