        have a 220 electric water heater, have replaced both upper and lower thermastats,lower heating element and power connection, still not getting warm, what could be the problem?

          IF the upper element is bad your heater will not work.

            If the upper element is bad,you won’t get any hot water because
            with dbl throw t-stat, upper element must heat top of tank before lower main t-stat kicks in,to heat rest of tank.
