        I AM INSTALLING THE TOILET IN A NEW BASEMENT BATHROOM THE ROUGH PLUMBING IS IN AND I HAVE TO INSTALL THE FLOOR FLANG FOR THE TOILET. MY QUESTION IS HOW HIGH SHOULD THE TOP OF THE FLANG BE FROM THE FINISHED FLOOR.

          It depends on what you use for your floor(strapping?,Insulation?,underlay?, Cermiac tile?)
          If you keep it close to the finish floor hieght you can seal it with a 12 gasket,34 gasket,1 gasket
          Remember to watch your distance from the walls(front,back,sides)

            The floor flange should be even with the finished floor tiles, not lower and no more then a 1/4 inch higher.
