my water heater is making a noise that is driving me crazy. i thought it was an animal scratching in the attic but it is coming from the water heater.There are no leaks- what can this be?

A baffle can be bent or too long. Dirt pockets can be steaming and breaking steam bubbles. Have it checked out by an experienced plumber.
