Water slows to a trickle

Hi, I wonder if anyone could point me the right direction of the problem I’m having.

Symptoms:
on a 2 level house the hot and cold flows and sometimes the hot flow on the lower floor slow to a trickle and then stop.
If left for a few hours the water comes back.
This problem keeps occuring but doesn’t have a specific pattern. Sometimes we can have 2 bath’s and not cause the problem. whereas other times simply washing our hands will cause it.

can anyone help, someone has mentioned a ballcock washer, does this sound correct?
