Ive been asked to find a product that is used to block a houses main drain so that during a flood, sewage cant back up into the house. Ive heard of a balloon that is used in the main drain washout. any ideas?

This sounds like a backwater check valve. These are easily available at your nearest plumbing supply house although many suppliers will not sell to the general public. A plumbing contractor should be able to get one for you. It isnt a balloon though.
