Water heater problem

Hi, Im new to this board and have a question. My water heater is having problems, The water is not hot enough all of a suden, and the water is sputtering air pockets. I checked the elements and they test OK, the thermostat was all the way down (I presume its allways been there) I turned it up but I dont feel thats the problem. Any help would be VERY apreciated.
