I have an elec. hot water tank and one of the elements are bad. When I turn the hot water on its warm but doesn,t heat up. How can I tell which element needs replaced?

If you are extremely careful not to die from 230 volt electric shock by turning off the electricity. Then if you photograph and sketch a diagram of the wires and terminals in the water heater panel so you can get them back in the same locations. You can remove the wires from the heating element terminals and do a continuity test on each element to see which one is still making a complete path for the electricity.
