diverter leaking in tub

        i am having a problem with the diverter in my shower. when the diverter is turned all the way in, there is still a fair amount of water coming out the spout. I have replaced the washer at the end of the stem and I’ve replaced the seat, which was pretty worn. After putting everything back, the water flow persists. any advice ( The stem is probably 35 years old, and the cover is made by Eljer.
