My water heater (40 gal gas) 20 years old started blowing water out the top of the unit while I was home and I shut off H2o and gas and drained it. Did a valve blow out? Is it junk or repairable?

If it was not coming out of the safety valve, (which should have been connected to a pipe running to the outside of the building), then the heater probably started leaking and requires replacement.: My water heater (40 gal gas) 20 years old started blowing water out the top of the unit while I was home and I shut off H2o and gas and drained it.
