I want to build a shower in my basement. Easy, right? Yes, but I really like to take long showers. I don’t want to waste water, so I’ve been thinking about a shower design where I can wash, and once I’m clean, press a switch and have the clean water recirculated and warmed. I’m anticipating some sort of instant electric water heater, a tank, electric valve, and a pump. Does anyone have experience with this or advice?

FORGET THE IDEA!! Your local health department would have a “hay day” with that idea. It would be a breeding ground for “who knows what”. Maybe a jetted tub would be better. Soak until your content, then send that water down the sewer where it belongs.
