I have a dripping tap in my bathroom wash basin. I have bought a re-seater and a new washer but I cannot undo the exid=sting tap. It is an IRWELL D.APP.39748. How do I get the tap undone so I can change the washer ?

Is that the model were there is a ring under the handle ??feel up under the handle, there should be a ring under there with two notches in it. Unscrew it and the handle comes off
