toilet overflow problem

Hi,I recently purchased a PlumbShop Anti-Siphon Toilet plastic Repair Kit (the numbers on the package read PSC2061 & 674-141).I put it in my toilet, per the directions; however, the water will not turn off unless I raise the rod with my hand. I have bent the rod, but that does not help.Could you please give me any suggestions how I might get this thing to work? Thanks, Liza
