GAS SMELL VENT?

PLUMBER,I AM HAVING A PERIODIC SMELL IN THE BASEMENT.THE HOUSE I RECENTLY BOUGHT IS 10 YRS OLD.THE HOUSE IS IN THE COUNTRY WITH A SEPTIC SYSTEM. I HAVE HAD A PLUMBER OVER AND HE PUT AN END CAP ON A VENT IN THE BASEMENT THAT HAD DUCT TAPE ON IT,ALSO THERE WAS SOME SLIGHT MOISTURE ON THE DUCT TAPE. THIS DID NOT ENTIRELY SOLVE THE PROBLEM. I HAVE ALSO NOTICED THE PREVIOUS OWNER HAD PUT AN EXTENSION ON THE VENT PIPE ON THE ROOF. ANY IDEAS WOULD BE GREATLY APPRECIATED GREG BAKKEN
