leak detection – cooper or plastic

We can hear a leak within the house and the water bill has doubled. There is no water damage anywhere in the house. We believe the pipes are within the slab foundation. The neighbors have already had the same problem and have had to break through the foundation to repair leaks only to have a new one occur within a year in another place. Can we replumb the house using PVC plastic or is cooper required in California?
