I purchased a second floor condo. The condo. was winterized and all water was shut off. The hot water heater was recently re-lit, however, the hot water pressure starts off well and then tapers off to a trickle or nothing at all. Could the problem be at the water supply line from the hot water heater? Thank you for your response.

It may be only cracked open a little if its a gate valve as it should be then it will require several complet turns to either be on or off, very often people only turn them a couple of turns, which results in what you describe.
