non-flushing toilet

Over the past few weeks the toilet in the main bathroom wasnt flushing properly. Now it doesnt flush at all-just overflows. We tried checking the vents, called the plumber, cleaned the stool, and finally bought a new toilet. Still doesnt flush. The water simply collects but does eventually drain out. Any suggestions on what the problem might be?
