Toilet that wont completely flush

All of a sudden this week, my toilet wont completely flush the contents down. The water in the tank empties into the bowl and swirls around but I dont see the siphoning effect and water level doesnt really drop. Thus it takes a couple of flushes to finally get the contents out of the toilet. The water is filling into the tank just fine and reaches the same level it always has (I can tell by the old water stain marks).Any ideas?Do I have clogged
