Shower pan without dam – ADA

I am replacing an existing tile shower and wish to meet ADA requirements for universal access (dam no greater than 0.5 inches). If using a PVC liner, how do I provide adequate waterproffing without the dam? Do I extend the liner beyond where the dam would be?
