        Boy, this has got me stumped.
        Our house is fairly new, a little over 1 year old. The PRV on the hot water heater keeps running; sometimes full bore, but usually trickling. I checked out the water heater – dip tube’s fine, thermostat is a cheap one but seems
        to have upper and lower cutoff. The expansion tank on the inlet to the water heater is brand new and seems fine. And when the PRV does run, the expansion tank is empty…

        So, can anyone tell me – what’s going on here? Is the thermostat screwed up (but if it was, the expansion tank should handle that)? Or is the PRV gone bad? Or is there something else I missed?

          The expansion tank is never “empty”, and it only controls pressure. If the thermostat were defective, the TPR valve would open to relieve excessive temperature. You should have a plumber check the system since this should not happen and you appear to have a misunderstanding regarding the operation of the expansion tank.
