Sewer Fleas?? Dangerous or Harmless?? PLEASE HELP??

I was hoping to get some help on a problem at my condominium. We have had a large number of small black flies constanly flying around and dying. We have had the Health Inspector and Plumbing Inspector in our house to inspect the situation and according to the Plumbing Inspector they are called Sewer Fleas. They did not seem to have a background in this feild. Is there another name for these bugs cause i cant find any information on them?? They repaired a rotted sewer line under our kitchen but they are still around. Do these Fleas that come from the sewer have potential diseases and do they pose a health threat?? I need help gathering information if this becomes a legal matter.
