Ohio Plumbing Code – main soil stack required?

Ive been told that the new Ohio plumbing Code no longer requires the installation of a single main stack the same diameter as your main drain. You can vent each fixture with pipe 1/2 the diameter of its drain, and then tie all of these individual vents together in the attic before venting through the roof with a large vent pipe. Can anyone confirm this and if so, do you know the Section # of this rule in the code book? Thanks.
