First there is insufficient water in the tank to flush the bowl properly. Second, there is an obstruction preventing the water from entering the bowl quickly enough. Obstructions can occur anywhere – between the tank and bowl, within the flushing rim for example. There is also the possibilty that the water is not entering the tank fast enough through the ballcock. Another possibilty is your flapper or tank ball is not adjusted coreectly and is dropping down too soon on its seat. Check these ideas out.
