Water in Neighbors Yard,

We have lived here for five years, we have a Septic tank, Recently water has started to come out of the side of a small hill and drain into our neighbors yard. This water is about 40 yards from a laterail in our backyard, the water has a slight odor. the tank has been pumped. We have cut our water usage to no avail. It has rained for nine days (off and on). My neighbor is hopping mad, their house sets in a small gulley next to ours, the water is draining into their back yard. What else can we do, we have never had this problem before, no digging or moles or trees nearby, is it our laterails or just the ground water level?
