I HAVE A GAS WATER HEATER AND WHEN THE HEATER IS RUNNING A AFTER THERE IS HOT WATER I NOTICE A CONTANT LEAK FROM THE RELIEF VALVE. ALSO, I HAVE ALSO NOTICED THAT THE HEATING ELEMENT NEVER TURNS OFF. WHEN I DO TURN OF THE GAS AND SHUT DOWN THE HEATER I NOTICE A CONTSANT DRIP FROM THE VALVE

Your PTR valve needs replacing, it is important that the KPA matches your hot water system. This is a very important safety device. (if in doubt, call a plumber)

Unfortunately, once a relief valve starts leaking as you describe; there are only two alternates:Complete teardown/refurbish/rebuildorReplaceSince this type of valve is relatively inexpensive, I recommend replacing it. (A rebuild would probably cost more than a new valve.) If you are unsure, hire a plumber. You will not regret it.
