Water in basement

Our 25 year old bungalow has a concrete block foundation and a poured concrete floor in the basement. Around the circumference of the basement is a ditch to allow water to flow into the sump pump area. The pump has only gone off a few times in 5 years, since we lived here, but the last few months it goes off every 5 minutes due to water coming in from somewhere. It seems it is seeping in from under the floor since I cant see any other place. Could this be drainage tile problem?
