water is leaking out of the pop off valve pipe on to the floor. now i turned the tank off at the breaker box and then shut the water off that supplys the tank when i went to drain the tank no water comes out,so i turned the water back on that supplys the tank,then water does come out when i drain it. shouldnt the tank drain out with the water shut off?im lost here!
