Water is in the base of the dishwasher but is not coming out of the dishwasher. It is just sitting there. How can I make it all go down the drain.

vaccum hose overflowed at the sink. washer worked for apx 5 min, then completly died. Could a clogged water/vaccum hose cause this? If so, how do you unclogg the hose?
