Septic Odor in bathroom

        Ever since we had a new half bathroom installed, there has been a persistent low level septic odor in it. It is most pronounced when the toilet lid has been shut for awhile and then its opened to release the odor plus seemingly warmer air. There is caulk around the toilet base that seems fully sealed. On the roof over this bath is a 12 high vent pipe, similar to the pairs of vent pipes over the other two bathrooms (that also have tubs) and over the kitchen. One highly recommended plumber did all of the work with totally new pipes and fixtures and everything else is great. Wind doesnt seem to be a factor. What is causing this problem?
