Dishwasher install

Im not getting enough water into my newly installed Kitchenaid diswasher. I hooked it up just like the old Kitchenaid. Both the water supply and the drain line come thru the floor from the basement right into the bottom of the dishwasher.I had it checked and the guy said that the water was draining out as it was spraying in because the drain line did not have a 20 loop above the floor level. The old hook-up didnt – does this need to be done?
