toilet problem

  Every time I flush the toilet, air bubbles come up from the bottom and there is very poor flushing action. I was told by someone that all I need is a new toilet? Someone else said it is a venting problem? Got any ideas? The toilet is about 18 years old. I havent really had any problems till now.
