The metal coverings on my hot water baseboards are all rusted. Although they have been sanded and repainted the rust comes through again. Can you replace the baseboard front & top covers without replacing the baseboard inner pipes and fins.

The front covers can be replaced if you know the mfgr. but the top covers are fastened to the wall and the pipe and fins are hung from them so their replacement would entail removing the entire system and reinstalling it.: The metal coverings on my hot water baseboards are all : rusted.
