Toilet leaking water down outside of main standpipe

I have a two story house and am experiencing water leakage down outside of my main standpipe [stack]. Testing has confirmed the leaking starts as soon as the water in the toilet bowl reaches its normal level. Can you give me some idea as to how this can occur?

It is normal until the tank valve turns off, since the refill tube is replenishing the water in the bowl and when it is filled, the extra water, until the tank is filled, will run down the stack.
