Electric H2O Heater: Cold H2O Too Soon

A couple of days ago, I just started getting a limited amount of hot water; turns cold quickly… When the power is on to the unit, on the bottom element I get 240v, but on the top element I get 0v! (I realize one element heats first, but 0v?). Then, if I turn off the circuit breaker, a continuity check gives me continuity on the top element but no continuity on the bottom!! (continuity check was done with the wires connected; is this ok?). Does this make sense? Am I way off base? Help! Also, if I need to check either thermostat, how do I do this?? Thanks much folks
