Winterizing vacant single family homes, condos and co-ops.

I am writing an article for loan servicers designed to educate them on winterizing methods throughout the entire U.S. I wish to 1. identify the different systems and methods to winterize them. 2. list a price range that is considered fair for the service in each geographic area, and 3. note any tips or special things they should know. These people are responsible for winterizing hundreds of homes throughout the country. Many dont understand why one bid may be $35, and another at $450. They would appreciate some tools that would give them the knowledge required to recognize a fair bid, and also proper technique so the vacant homes they are responsible for get properly protected.
