Main water supply line

The main water supply line buried in our front yard is leaking again. This will be the third repair in 8 years. The supply line is a 1 black flexible tubing. The first leak was caused by a rock sitting under it. The second leak was on the valve at the street. The third leak is in the same location as the first leak and has yet to be repaired. One plumber wanted to dig up the front yard and replace the line up to the front of the house. Another plumber wants to fish a 3/4 flexible copper line from the valve at the street all the way into the house and sweet them at both ends. Does this idea sound good and is this 3/4 line going to restict the water too much?

He will never get the copper tube through a 1 pipe. There is less the 1/16 of space around the copper, and the plastic is not straight. Digging it up is the best way. It is too bad that it is not blue pipe.
