We have an old (big tank) toilet that requires 2 flushes to get rid of everything. The water level goes down, but not all of the way. How can we fix this? Also we have algae or something in the tank. What is safe to use to keep it from building up?

If you have a BIG OLE Tank you can adjust your lift rod which is attached to the tank bulb that is attached to the over flow tube by way of a guide rod holder.

All you do is raise the thingy attached (CAREFULLY) to the over flow tube that is attached to your Douglas valve to allow a longer SINGLE flush.
You could also opt to remove the lift rod, guide rod assembly and the tank bulb and install a good quality Hunter Flapper and adjust accordingly.
