Emergency water storage tank for fire protection

I need to install a 12,000 gallon underground water storage tank and standpipe for the fire department. I have dug the hole and was planning on building a metal cistern out of block. Would it be beter to buy and drop it in the ground rater than doing all that work? how would I find such a tank in my area (Flagstaff Arizona)
