Toilet wont flush

have split level house, 2 toilets upstairs one down. upstairs works fine, flush the downstairs, it wont go down. If you plunge it, it goes down. what are possible solutions? am on a septic systems.

Check the toilet to see if anything fell in. Sometimes toys or makeup pencils find there way into the toilet.
