Step System of septic disposal…is there a downside?

I am looking for info on the step system of septic disposal… are there potential problems? We are looking at a 175-unit mobile home park, each with a small septic tank to settle solid waste to the bottom, and the effluent pumped into a collective tank, sand-filtered. chlorinated, and flowing into a creek. The solid waste will be pumped on a regular basis. The engineers for the developer will set the system up and will turn over its maintenance to public utilities. What can go wrong with this system? What are the potential costs?
