My water heater is giving me luke warm water. I have replaced both top and bottom elements and both thermostats. I am out of ideas. Help

Make sure the heaer has 240 volts going to the elements, check that the elements are drawing approximately 20 amps when heating, and if both of these items are okay, then the problem is either the thermostat(s) or the dip tube in the heater.: My water heater is giving me luke warm water. I have replaced both top and bottom elements and both thermostats. I am out of ideas. Help
