Steam heat radiators

We have a gas, steam heat system with radiators that have return condensation pipes. Steam does not flow to a number of radiators in the system–some radiators are upstairs, some downstairs. We have completely drained the system to no avail. A few of the radiators will have steam flow into them, but within moments the steam will flow backwards back into the steam pipes. Of the radiators that do get hot, the upper half of the radiator will get hot but the lower half stays cold. We have replaced the valves; weve removed the valves, weve plugged the values, but nothing seems to work. HELP!!
