Bowl not filling enough!

My toilet has the problem that it doesnt fill enough, so solids (to be polite) land on the porcelain and not in the water; the result is a permanent glob of solid hanging onto the porcelain.This is an apartment building with no bowls attached to the toilets; the water comes directly through a pipe. Id be very grateful for some advice on adjusting the water height. There appear to be a couple of things that I could turn if I had the right tools and which might adjust the height, but Id rather leave them alone until I get some advice.Many thanks for any and all help!Gary
