faucets

I have 2 external water faucets on my home – nothing fancy the usual garden hose bibb. On one the water trickles out. On the other I get nothing. I have verified all valves on both lines are wide open. If I loosen the nut below the knob on either one, I get water spraying, so I guess water is making it there. Is there anything simple I am missing, or do I possibly have 2 defective faucets? ??? ? ????
