Weve cleaned the gutters of this 50 year old house, 3022.8+ square feet. Weve never ever had this problem before, but we have started to get a clear water back up from the two drains in the basement floor. It seems to be rain water and acts. When we bail water more keeps comming as if it is sitting on top of the house and draining down under the floor and pushing up through these two holes. Its never sewage, always happens after a heavy rain or melt, and is always clear water? Where do we start, do we call the city, the water department, (could this be someones elses water supply?) Do we call the water department or is this a job for a plumber?

A solution would be to have a plumber with a snake clear the drains. If you check on the outside of the house you may be able to determine if the downspouts are the cause of the added water by observing whether there is any water leaking above ground at the downspouts.
