Leaking Toilet Seat

I have a client who has now installed three wax seals with plastic flang. All have leaked in a short period of time. I was told to put a new seal in and silicone around base of toilet. However I feel this would cause the wood to rot and leak to the basement.The addition is new in 1995. There is a few elder people using the toilet so it may be that they drop onto the toilet and wiggle around on it to get up again. Would this be the cause of all the leaks? Is there a better way to fix the problem? Any comment would be helpful as at the moment we are all flushed:Thank YouMel Lee
