main water valve leaking

        I have a main water valve in the basement and right by the meter. The valve is leaking from the stem. There are two nuts, one big and one small, beneath the handle. When I tightened the small nut, the valve stopped leaking a little bit. Should I keep tightening that small nut until it stops leaking ? If I want to replace the valve, should I ask township to shut off the main water line first ?

          If it is an old valve have it replaced AFTER the water is shut off
