Most of it is in the piping. You want to make sure the baseboard lengths are correct for the heat loss of the room. Install a baseboard tee – a 3/4 by 1/8 by 2/3 tee (if you are using 3/4-inch baseboard, other size to match the piping) at the end of the baseboard with an air valve to bleed the air as you most likely have a 2-pipe system.
