Some moron installers never use a dielectric fitting when connecting ferrous and non ferrous materials thus causing electrolytic action and corrosion at the juncture of the tank connection

Have a Qualified plumber disconnect the C/W supply to the tank and the H/W out and check the female connection for possible blockage
